Not broken, not malfunctioning, but deliberately powered down for maintenance that was scheduled weeks in advance. The document even had a memo from a Colonel who said he questioned the timing but was told to drop it. I spent three hours cross-referencing it with other public records and found five more mentions of similar 'coincidences' across different agencies that same day. It's not proof of anything big, but it's weird how all these little pieces line up into a pattern that nobody in the mainstream wants to talk about.
