You said he came home and "yelled" about it, so is this really about the water or is something else going on with him? Because if you soaked one pot overnight and forgot it, that is one thing, but every single night leaving a full sink of dirty water sitting there for an hour does build up a smell in a small kitchen. Does he ever do his own dishes, or is he expecting you to keep doing all of them his way? That matters a lot here. If he never touches the sink but still has opinions about how you clean, that is a different problem than food actually rotting.

Man, I used to be in the camp of "just rinse it and you're fine" and I was dead wrong about that.
