Oh man, 8 months of that sounds rough. But I gotta say, the apology itself isnt really the problem, its that you were doing it for every single angry email no matter what. Some of those people just want to fight and no apology will ever be enough for them.

A guy at the parts counter in Dayton said he quit doing brake jobs on cars over 150k, and it got me thinking

Waited too long to hear something like that. Turning down any car over 150k means he is basically telling half his customers to go somewhere else, and that is a wild way to run a shop. Word gets around fast in a town like Dayton, so I bet he stays busy anyway.
