Red bumps on the neck in summer could just as easy be sweat and friction from your collar, not some magic 30 degree number. I've gone steeper, flatter, whatever, and honestly the bumps come and go depending on the day. Cold water rinse feels nice but it's not curing anything, your skin just calms down on its own half the time. Glad your neck feels better but calling it unlearning a habit is kinda a stretch, you just changed how you hold the thing.
