Hit 50 straight days of checking the same water meter reading and I'm starting to wonder

I've been tracking water usage on this one site we're painting at a condo complex in downtown Phoenix. Every morning for 50 days I write down the same number. Literally zero movement. Meanwhile the building manager swears there's no leak and the plumbing was all replaced 2 years ago. But 50 days of no change while the unit is supposed to be occupied? Something doesn't add up. Has anyone else run into a situation where a utility meter just sits frozen like that and it turned out to be something weird?

Tbh 50 days of zero movement is wild. @angelab62 is right, something is definitely off. That meter is either busted or someone is using water in a way that somehow bypasses the meter entirely. Could be a stolen water line tap or a hidden pipe that feeds the unit without going through the meter. I'd check for any recent plumbing work or signs of tampering like fresh paint or loose fittings around the meter box. Also ask the manager if they've verified the unit is actually occupied because a ghost tenant would explain no usage. That many days with zero change is practically a red flag telling you to dig deeper.
