That password manager article last week missed the real risk entirely

I read a piece in Cyber Daily that kept saying to trust cloud based password managers because they have 'military grade encryption'. But I work with a guy who had his master password phished through a fake login page, and they got everything. The article never mentioned that the weakest link is always the person typing the password, not the encryption itself. Am I wrong for thinking we should talk more about local only managers instead?
