I was reading a 1980s Kodak manual and the film speed advice is totally backwards now

I picked up a used copy of 'Kodak Color Films' from 1983 at a garage sale in Boise. On page 22, it says to rate Kodacolor 400 at EI 200 for 'best color' in daylight. I've always pushed film, never pulled it, so this blew my mind. They were basically telling people to overexpose by a full stop as the standard practice. Has anyone else found old instructions that completely go against how we shoot film today?

Best color" by overexposing a full stop. They really were living in a different world back then.

Is that rule still a big deal now? I've seen plenty of great shots that didn't follow it at all. Feels like one of those old photography myths that gets passed around more than it should.
