Manager said to just smile and nod at angry customers, but that backfired bad

Three months ago at the grocery store in Denver, my shift lead told me to just agree with a guy screaming about expired milk instead of checking the date myself. Turns out the milk was actually fine and he was just trying to get a free replacement by lying. Why do managers think every upset customer is telling the truth?

Managers deal with corporate breathing down their necks, so they pick the path of least resistance every time.

Are managers just afraid of confrontation or what? They'd rather let someone lie to get free stuff than trust their own employees to do the job right.
