Everyone says to pack light, but my carry-on only trip to Lisbon was a total disaster

I followed the advice to the letter, just a 25L backpack for a 10 day trip. The problem? Lisbon in March is not the sunny pictures you see. It poured for three days straight. I had one thin hoodie and a rain jacket that soaked through in an hour. Had to buy a proper coat and extra pants at a local shop, which cost me 80 euros I hadn't budgeted for. The 'hack' of doing laundry in the sink also failed because nothing dried in the damp hostel room. So my 'budget' trip ended up more expensive and miserable than if I'd just checked a bag with the right gear. Has anyone else been burned by the 'one bag' rule when the weather didn't cooperate?

Learned that lesson in Scotland. Now I always pack a cheap, packable down jacket and a couple of those quick-dry travel towels.
