Question about that neighbor who keeps filming my driveway for a civil suit

Last spring in Fresno my neighbor started pointing a ring camera right at my side gate after I trimmed back his oleander. He claimed I damaged the roots and threatened a small claims case for $800. Instead of lawyering up I sent him a certified letter with a copy of the city code about privacy expectations and offered to split the fence repair cost. He never filed anything but the camera still looks my way. My question is, does a written offer to settle actually protect you later if they do sue, or did I just admit fault? Has anyone else dealt with a neighbor using surveillance as leverage in a property dispute?

Used to think sending anything in writing basically meant you were waving a white flag, but after watching my cousin deal with something similar, I get it now. That letter just shows you’re reasonable, not that you broke anything, and the judge will see the camera for what it is. You did the right thing, if he ever files, that paper is your best friend.

Certified letter was the smart move. I did something similar with my old neighbor up in Clovis, sent him a written proposal to split the cost of a new fence line after his dog kept digging under mine. He never sued, but my lawyer later told me that kind of letter shows you were trying to resolve things without going to court, it doesn't mean you're admitting anything. The camera thing is just him being petty, if he actually files something the judge is gonna ask why he's recording your gate more than his own yard.
