Oh man, I've been stuck on that same stretch before. But I think you might have the date wrong, because I-90 was actually shut down near Westlake on a Wednesday for construction, not Tuesday. Could it have been the morning after the big crash that usually backs everything up?

Jumping off what jamieburns said, that crash probably set the whole week's schedule off. Those construction crews probably took an extra day to finish up since they had to cleanup debris first.
