Can we talk about picking between two litter boxes for a cat who hates both?

I went with the covered box over the open one for my cat Gus last week after he kept kicking litter onto my bathroom floor in Toledo, but now he just sits outside it and yells, so I am wondering if anyone else has had better luck going back to open or if I should just try a top entry instead.
