Why does nobody talk about hostel kitchen free food bins

Was crashing at a hostel in Portland last weekend and found a whole bag of bagels someone left in the free bin. Saved me $12 on breakfast and made me realize I've been wasting money buying food when hostels always have leftovers. Anyone else raid those bins or is that gross?

Read some article saying grocery stores actually plan for those free bins to cut down on waste. Smart way to grab stuff they'd just throw out anyway.
