Watched my neighbor's lawn go from dead brown to thick green in 6 weeks, asked him what he did

Back in April his front yard was basically straw, all crunchy and patchy with those bald spots where the dog runs. I asked him last weekend what changed and he said he just started watering deep twice a week instead of a little bit every day, plus he set his mower up one notch higher. He also said he stopped bagging the clippings and just let them sit. I tried the same thing on my yard in Raleigh for 3 weeks now and I swear I can already see a difference in the thin spots. Has anyone else noticed their grass does better when they water less often but heavier?
