Browning first is obviously better for flavor, that's not really debatable. But dumping it in raw has its own thing going for it. With ground beef, raw works way better for chili because the fat renders out into the broth and gives it that silky texture. Browning it first makes the meat grainy in chili, in my experience. Same with certain pasta sauces where you want the meat to kind of melt into the sauce instead of being separate little crispy bits. Depends on what you're making, I guess.
