Flagging a near-miss at a Chicago high-rise site last Thursday

We had a load swing within 4 feet of a parked concrete truck when the tagline crew got tangled, so what do you guys do to keep spotters and riggers from overlapping each other's line of sight on tight urban corners?

One spotter calls the shot, everyone else shuts up. We run two taglines max on tight corners and the crane op gets final say on who moves. If lines cross, everything stops until they untangle. Nobody moves without a radio go.
