Look, that's not totally true. State boards update test requirements, they just also make you learn the basics first. You need to understand color theory and damage from bleach before you jump into vivids or color correction. The licensing test covers safety and fundamentals because a messed up scalp chemical burn is a lawsuit waiting to happen.
