Lost $350 on a skip tracer that never skipped my city

I hired a local skip tracer out of Tulsa to track down a missing crew lead who had my equipment list, and he charged me $350 upfront for a 5 day turnaround. Two weeks later he sent me a spreadsheet of old addresses that were all dead ends, and the guy never returned my calls after that. Has anyone else gotten burned by a tracer or did I just pick the wrong one?
