My local library's heat pump install turned into a 3-hour comedy show

Went to return books in Denver last Tuesday and the crew spent 2 hours arguing over where to put the outdoor unit, right next to the kids' storytime window. Any other folks watching public building retrofits get hilariously overcomplicated, or was this just my branch's special?
